Adding to the debate

Tony Blair delivered the sixth in his series of keynote speeches about Britain in the 21st century in Plymouth. This time the subject was defence. The PM's speech looked at the kind of threats Britain will face in the future and the forces we will need to deal with them.

In preparation for his lecture Tony Blair considered the following paper - one of those written by a range of experts in the field.

The authors are independent, and all views and opinions are their own. They do not necessarily agree with Government policy, but each makes an interesting contribution to the debate.

About the expert

The European Defence Agency was established under a Joint Action of the Council of Ministers on 12 July, 2004, "to support the Member States and the Council in their effort to improve European defence capabilities in the field of crisis management and to sustain the European Security and Defence Policy as it stands now and develops in the future".
