The Prime Minister has approved the re-appointment of The Right Honourable Lord Coulsfield as a Surveillance Commissioner under the terms of Section 91 of the Police Act 1997. This re-appointment is from 1 July 2007 until 30 June 2010.
Biographical Note:
The Right Honourable Lord Coulsfield (73) served as a Senator of the College of Justice from 1987 to 2002. He was admitted to the Faculty of Advocates in 1960 and was appointed Queen’s Counsel, in Scotland, in 1973. Lord Coulsfield served as an Advocate-Depute from 1977 to 1979, a Judge of the Courts of Appeal in Jersey and Guernsey from 1986 to 1987 and a Judge of the Employment Appeal Tribunal from 1992 to 1996. He served as a Member of the Scottish Court in the Netherlands from 2000 to 2001.
Notes for editors:
Section 91 of the Police Act 1997 provides for the Prime Minister to appoint Surveillance Commissioners. Commissioners must be persons who hold or have held high judicial office within the meaning of the Appellate Jurisdiction Act 1876. Commissioners are appointed for a three-year period with the possibility of re-appointment. Their functions are in regard to surveillance operations carried out by Police and Customs officers and members of the Serious Organised Crime Agency.
