Gordon Brown has vowed to be "very tough" with shops selling alcohol to youngsters and "look again" at 24-hour drinking.
Speaking on radio and television this morning, the Prime Minister said that although extending the opening hours had not had any devastating effect "in most cases", it was important to send out the message that binge drinking is "unacceptable".
Issues including new casinos and the reclassification of cannabis "will be looked at again", he added.
If evidence suggested that a change of policy is needed, the PM said he would "not hesitate" to act "in the interests of the country".
"It is the message you send out," he said.
"Why I want to upgrade cannabis and make it more a drug that people worry about is because we don’t want to send out a message - just like with alcohol - to teenagers that we accept these things."
