The Prime Minister has appointed Yinnon Ezra MBE, Alison McLean, Kim Evans OBE, and Hilary Lade as Trustees of the National Heritage Memorial Fund.
Their terms of appointment will run from 4 February 2008 to 3 February 2011,18 February 2008 to 17 February 2011, 22 July 2008 to 21 July 2011, and 1October 2008 to 30 September 2011, respectively.
Biographical notes
Yinnon Ezra MBE
Yinnon Ezra has been a local authority chief officer since 1990 engaged in finding innovative, practical and radical solutions to delivering services that engage with communities. Since 2002 he has been Director of Recreation and Heritage Services at Hampshire County Council, where his portfolio covers libraries, arts, tourism, learning for life, sport, museums and archives, countryside and rights of way, community development, sport and outdoor learning. Prior to this, he served as Director of Community Services for the London Borough of Ealing before joining Kent County Council as Director of Arts and Libraries, where he created a new integrated service department, subsequently becoming County Officer for Community and Cultural services. He is an advisor to the Local Government Association and is particularly involved in developing creative links between local government, government departments and a number of Non-Departmental Public Bodies. He is a volunteer for the Prince’s Trust and a Member of the Trust’s South East Regional Council. He was awarded the MBE in January 2008 for services to local government. He has undertaken no political activity during the past five years.
Alison McLean
Alison McLean is an independent consultant specialising in rural policy and regeneration. Her client list includes Herefordshire Council, Government Offices for the West Midlands and for the North West, and Regional Action West Midlands 2005. Prior to this, she pursued a career of over twenty years in local government, initially in London and then in the West Midlands and the West of England. During this time, she held the posts of Rural Development Area Project Officer for Herefordshire and Worcestershire, Economic Resources Policy Manager and then Partnership Policy and Commissioning Manager with Herefordshire County Council, and Director Rural Regeneration Zone for Shropshire County Council. She was formerly a board member of the Countryside Agency and is currently a Commissioner with the Commission for Rural Communities. She has undertaken no political activity in the past five years.
Kim Evans
Kim Evans OBE is an arts consultant whose client list includes the London Organising Committee for the Olympic Games, the Cultural Leadership Programme, and arts organisations working with the criminal justice system. She worked in broadcasting from 1978 to 1999, first as a producer/director with London Weekend Television and then at the BBC where she progressed to become Head of Music and Arts. She then joined Arts Council England (1999 to 2006) as Executive Director, Arts, taking the interim position of Acting Chief Executive in 2005. Currently she serves as a mentor on City University’s Professional Development Programme for women and as a Board member of London Artists Projects. She is an Independent member of the Parole Board of England and Wales. In 2007, she received an OBE for services to the Arts. She has undertaken no political activity in the past five years.
Hilary Lade
Hilary Lade has served as Vice Chairman since 2003 and became Director of Oxford Inspires in 2006. Prior to this, she worked as Managing Director - Shell Gas Limited for Shell UK, before joining the National Trust as Property Manager for Fountains Abbey and Studley Royal in 1987. In 1993, she joined English Heritage as Director of Historic Properties, with responsibility for all of its 410 historic properties, and then returned to Shell UK as Head of Global Gas Business from 1997 to 1999. Between 1999 and 2002, she chaired the Royal Parks Advisory Board, and served as a Director of the British Tourist Authority from 2000 to 2003. She has undertaken no political activity in the past five years.

The National Heritage Memorial Fund (NHMF) was set up as a memorial to those who gave their lives for the United Kingdom. The Fund is a resource of last resort which makes grants to acquire, maintain and preserve heritage of outstanding national importance and interest, which is either at risk, or memorial in character.
NHMF Trustees administer the Heritage Lottery Fund (HLF) one of the National Lottery ‘good causes’. The Heritage Lottery Fund’s aims are to i). encourage more people to be involved in and make decisions about their heritage, ii). conserve and enhance the UK’s diverse heritage, iii). ensure that everyone can learn about and access their heritage, and iv). achieve a more equitable distribution of grants across the UK. NHMF Trustees may claim an allowance of £6,273 per year.
These appointments have been made in accordance with the OCPA Code of Practice. Appointments are made on merit and political activity plays no part in the selection process.
