Appointment of the Chair of the Senior Salaries Review Body

The Prime Minister has today announced the appointment of Mr William Cockburn as the new chair of the Senior Salaries Review Body. This public appointment lasts for a period of three years. He replaces Sir John Baker, the current chair, who retires on 31 March 2008.

He takes up his post with effect from 1 April 2008. Members of the review body attend 10 to 15 meetings each year, for which they are paid £350 for each day of attendance.

The Senior Salaries Review Body provides independent, published advice to the Prime Minister, Lord Chancellor and Secretary of State for Defence on the remuneration of senior civil servants, the judiciary and senior officers of the armed forces and other groups which are referred to it from time to time. It also provides independent, published advice to the Prime Minister on parliamentary pay, pensions and allowances which informs subsequent parliamentary debate.

This appointment has been made in accordance with the Office of the Commissioner for Public Appointments (OCPA) Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. William Cockburn has no political activities.

Biographical notes

William Cockburn CBE TD is currently the chair of the School Teachers Review Body (until 31 March 2008) and has played a leading role in helping the Government adopt longer term pay arrangements for this group. As well as his pay review body experience, he has extensive private and public sector management and leadership experience, including as chief executive of The Post Office, chief executive of WHSmith Group and managing director BT Group. He has held a number of non-executive director appointments and has been a member of board level audit and remuneration committees.
