Royal Commission on Environmental Pollution

The Queen has been pleased to approve the appointments of Professor Jeffrey Jowell QC and Professor Steve Rayner as members of the Royal Commission on Environmental Pollution for a term of three years with effect from 1st October this year.

Biographical Notes

Professor Jeffrey Jowell QC (aged 64) current: Professor of Public Law, University College London; Practising Barrister, Blackstone Chambers; The UK’s Member on the Council of Europe’s Commission for Democracy Through Law (”The Venice Commission”), of which he was recently elected a Vice President. Professor Jowell is a leading authority on Public Law with special expertise in techniques of enforcement and implementation. He has participated in the drafting of a number of national constitutions and advised on Administrative, Planning and Environmental Law. He serves on the boards of several charities and trusts and has recently been Visiting Professor of Columbia Law School, New York, and the Universities of Aix-en-Provence and Cape Town.

Professor Steve Rayner (aged 50) current: Professor of Science in Society at Oxford University’s Saïd Business School and Director of the Economic and Social Research Council’s Science in Society Research Programme. Professor Rayner has spent most of his professional career outside of academia, working in US Department of Energy National Laboratories on a wide range of local and global environmental issues. An anthropologist by training, he has a strong interdisciplinary background, working with natural scientists and engineers. He has been a member of various international bodies addressing environmental change and sustainable development including the Oxford Commission on Sustainable Consumption and the Intergovernmental Panel on Climate Change.
