Asked if there was any substance to the report today on Radio 4’s World At One programme regarding a possible referendum on the European Constitution, the Prime Minister’s Official Spokesman (PMOS) said that the report had contained a mix of two stories, the first of which had appeared in today’s Sun about Sir Stephen Wall. As we had underlined this morning, the reported comments did not represent Sir Stephen’s view in any way, shape or form. The second story appeared to relate to a misinterpretation of something he had said at this morning’s briefing, which was a bit of a mystery to him. There was no change in our position on a referendum on the European Constitution. In answer to further questions, the PMOS said that as the Prime Minister himself had pointed out, if it were to be decided, for example, that the Commission should rule on tax rates, then that would clearly represent a fundamental change. However, no one was suggesting that sort of thing was going to happen, so there were no plans for a referendum.
