The Prime Minister, with the agreement of the Secretary of State for Defence, has approved the appointment of Bill Jeffrey, currently Security and Intelligence Coordinator, Cabinet Office, to be Permanent Secretary of the Ministry of Defence.
The Prime Minister has also approved the appointment of Sir Richard Mottram, currently Permanent Secretary, Department for Work and Pensions, as the new Security and Intelligence Coordinator in succession to Bill Jeffrey.
Sir Richard will also chair the Joint Intelligence Committee.
The Prime Minister has also, with the agreement of the Secretary of State for Work and Pensions, approved the appointment of Leigh Lewis, currently Permanent Secretary Crime, Policing, Counter Terrorism and Delivery in the Home Office, as the new Permanent Secretary of the Department for Work and Pensions in succession to Sir Richard.

Bill Jeffrey
Bill Jeffrey was born in 1948 and educated at Allan Glen’s School, Glasgow and Glasgow University.
He spent the early part of his career in the Home Office. He moved to the Cabinet Office as Deputy Head of the Economic and Domestic Secretariat between 1994 and 1998. He then became Political Director of the Northern Ireland Office, where he was principal adviser on the political process there to the Secretary of State for Northern Ireland and the Prime Minister. He moved in 2002 to become Director General, Immigration and Nationality Directorate, in the Home Office.
He took up his current post as Security and Intelligence Coordinator in April 2005 where he has been the principal adviser to the Prime Minister on intelligence, security and counter-terrorism strategy.
Sir Richard Mottram
Sir Richard Mottram was born in 1946 and was educated at King Edward VI Camp Hill School for Boys, Birmingham and at the University of Keele.
He spent the early part of his career in the Ministry of Defence, including as Policy Director, responsible for defence policy and overseas relations during the end of the cold war and the Gulf conflict from 1989-1992 .
He moved to the Cabinet Office in 1992 to take up the post as Permanent Secretary, Office of Public Service and Science. He then returned to the Ministry of Defence as Permanent Secretary in 1995.
He became Permanent Secretary of the Department of the Environment, Transport and the Regions in 1998 and remained head of the new Department for Transport, Local Government and the Regions when it was created in 2001.
He took up his current post as Permanent Secretary of the Department for Work and Pensions in 2002.
Leigh Lewis
Leigh Lewis was born in 1951 and was educated at Harrow County Grammar School for Boys and Liverpool University.
Leigh Lewis joined the Department of Employment in September 1973. He undertook a variety of posts including the Head of the Industrial Relations Policy Division before being appointed as Principal Private Secretary to Lord Young, Minister without Portfolio and Secretary of State, in 1984. He became Director of Operations for the Unemployment Benefit Service in 1986.
In 1988 he joined Cable and Wireless plc as group personnel director. On returning to the Department in 1991, he became Director of the International Division and later, in 1994, Director of Finance. He was appointed as Chief Executive of the Employment Service in 1997 and then as Chief Executive of Jobcentre Plus in 2000, which brought together the Employment Service and those parts of the Benefits Agency dealing with customers of working age, into a single work-focused organisation.
He took up his current post as Permanent Secretary Crime, Policing, Counter Terrorism and Delivery in the Home Office in 2003.
