The Prime Minister, with the agreement of the Secretary of State for Environment, Food and Rural Affairs has approved the appointment of Helen Ghosh to be Permanent Secretary of the Department for Environment, Food & Rural Affairs.

Helen Ghosh was born in 1956 and educated at St Hugh’s College and Hertford College Oxford. She is married with one daughter and one son.
She joined the Department of the Environment in 1979 and held a series of policy and Private Secretary roles through the 1980s and early 1990s. She was appointed to the Cabinet Office Efficiency Unit in 1995. Thereafter, she moved to a more operationally focused role in the Government Office for London, where she worked as Director for East London Regeneration. This brought her into contact with a variety of EU bodies, in particular those administering regeneration funds. She moved back to Whitehall in 1999, working in DETR and DWP on cross-cutting policy and delivery issues. After a further spell in the Cabinet Office, she took up her current role as DG Corporate Services of HM Revenue & Customs - she has played an important part in the transformation programme. She is also a non-executive director on the management board of the Department for International Development.
