The Prime Minister, with the agreement of the Secretary of State for Education and Skills has approved the appointment of David Bell to be Permanent Secretary of the Department for Education & Skills.
David Bell was most recently Her Majesty’s Chief Inspector of Schools in England at the Office for Standards in Education (OFSTED). He was responsible for arranging the inspection of schools, nurseries, local education authorities and teacher training.

David Bell was born in Glasgow in 1959 and educated at Glasgow University. He is married with two teenage daughters.
He began his career as a primary school teacher in Scotland, and during the 1980s also worked as an Open University lecturer and Headteacher in Scotland and Essex before joining Newcastle City Council as Assistant Director of Education in 1990. Three years later he took up a Harkness Fellowship at Georgia State University in Atlanta, USA, returning in 1994 to Newcastle City Council. He was promoted to Director of Education and Libraries in 1995 and led the council’s education service for the next five years. Subsequently he took up the post of Chief Executive at Bedfordshire County Council acting as the Council’s Head of Paid Service and principal policy advisor.
