New Senior Appointments announced

The Prime Minister has been pleased to approve the appointments of David Nicholson, CBE, Jonathan Stephens and Oliver Robbins.

National Health Service:

The Prime Minister has been pleased to approve the appointment of David Nicholson, CBE, currently Chief Executive for the NHS in London, as Chief Executive of the National Health Service.

Department for Culture, Media and Sport:

The Prime Minister has also been pleased to approve the appointment of Jonathan Stephens, currently Managing Director, Public Services Directorate at HM Treasury, as Permanent Secretary at the Department for Culture, Media and Sport in succession to Dame Sue Street DCB.

10 Downing Street:

With the agreement of the Prime Minister, the Cabinet Secretary, Sir Gus O’Donnell KCB has announced the appointment of Oliver Robbins, currently Head of Defence, Diplomacy and Intelligence expenditure at HM Treasury, as Principal Private Secretary to the Prime Minister, in succession to Ivan Rogers. Oliver Robbins will also replace Sir Michael Jay GCMG, who is retiring, as the Prime Minister’s G8 Sherpa.

1. The appointment of David Nicholson followed an open competition, advertised in the national press. The selection process was chaired by the First Civil Service Commissioner and the Cabinet Secretary was a member of the selection panel. The Prime Minister, with the agreement of the Secretary of State for Health, approved the appointment.

2. David Nicholson, CBE has devoted over 25 years to a career in the NHS, holding senior leadership positions at local, regional and national level. He was appointed Chief Executive of the new Strategic Health Authority for London earlier this year having previously been the Chief Executive of Birmingham and The Black Country SHA (from 2003) and of West Midlands South and Shropshire & Staffordshire Strategic Health Authorities (from 2005). In April 2002 David became Director of Health and Social Care for the Midlands and East of England. Before taking this role he held a number of positions in NHS organisations including Regional Director for Trent and nine years as Chief Executive of Doncaster Royal Infirmary NHS Trust. David has two sons, one a recent graduate and the other studying at university. He was awarded the CBE in January 2004 for his services to the NHS. Arrangements for replacing him in this role will be announced by the Department for Health. David Nicholson will take up his position shortly.

3. The appointment of Jonathan Stephens followed an open competition, advertised in the national press. The selection process was chaired by a Civil Service Commissioner and the Cabinet Secretary was a member of the selection panel. The Prime Minister, with the agreement of the Secretary of State for Culture, Media and Sport, has approved the appointment.

4. Jonathan Stephens has worked in a range of departments across Whitehall and the centre of government. Most of his career has been spent in the Northern Ireland Office where he was closely involved in the peace process throughout the 1990s, before moving to the Cabinet Office and then HM Treasury in 2001. In the Treasury he has worked on public spending and public services, including leading the 2004 Spending Review. As Managing Director, Public Services, since 2004 he has been closely engaged with the current Comprehensive Spending Review. He has been a member of the Treasury’s Board since 2004. Jonathan Stephens will take up the position of Permanent Secretary at the end of September 2006. Arrangements for appointing his successor will be announced by HM Treasury.

5. Oliver Robbins is a senior Treasury official who is currently head of defence, diplomacy and intelligence expenditure. Prior to that he was head of corporate finance at HM Treasury from 2003 until earlier this year. He has held a range of positions in the Treasury and the Cabinet Office in public expenditure and European affairs. Oliver Robbins will take up his position at the end of August 2006.

6. The appointment of Oliver Robbins was made by the Cabinet Secretary with the agreement of the Prime Minister, following an internal process. This post is at Director level. The role of G8 Sherpa has been filled by Sir Michael Jay, GCMG, head of the Diplomatic Service since 2001, since January 2005. Sir Michael retires from the Foreign and Commonwealth Office at the end of July. He will continue as G8 Sherpa in the short interval until Oliver Robbins takes up post.
